On May 30, 2009, the Central Committee voted nearly unanimously viva voice to establish standing convention rules, particularly rules relating to balloting and ballot counting. This proposal provides for the creation of four convention committees that can respond to that mandate.

Convention Committees |

1. |
Credentials Committee. The Credentials Committee shall consist of at least 12 qualified members, the number to be determined by the Party Secretary. This committee shall help the Party Secretary to create and maintain the convention delegate list. This committee shall produce the credential packets, distribute the delegate credentials, report the number of credentialed delegates to the convention, secure and deliver all unclaimed credentials to the Certification Committee, et cetera. The Credentials Committee shall elect a chair from among its members. |

Election Committee. The Election Committee shall consist of at least 24 qualified members, the number to be determined by the Party Vice Chair. This Committee shall conduct balloting and vote counting. At least two members shall be assigned to each ballot box. That box and the ballots inserted therein shall be under their sole custody until counting is complete and the election is certified. The Election Committee shall elect a chair from among its members. |

Certification Committee. The Certification Committee shall consist of all qualified members of the Audit Committee, and as many other qualified members as are needed to have at least five members, the number to be determined by the Audit Committee Chair. The Certification Committee shall receive and adjudicate or resolve challenges or complaints of any credentialing, balloting, or voting irregularities. The Certification Committee shall certify the validity of all elections. They shall supervise poll watchers. They shall review the procedures of all other committees and advise them with regard to compliance with Party documents, procedures and best practices. This committee shall be the custodians of the ballots, tally sheets, unclaimed credentials and attendance records, et cetera, until such time as they are no longer needed. The Election Committee shall elect a chair from among its members. |

Rules Committee. The Rules Committee shall consist of all qualified members of the Constitution and Bylaws Committee, and as many other qualified members as are needed to have at least seven members, the number to be determined by the Constitution and Bylaws Committee Chair. The Rules Committee shall establish the Convention Rules in consultation with Party officers, the host facility, and with Certification Committee review. The Rules Committee shall elect a chair from among its members. |

Selection of Qualified Members |

a. |
Committee members of the Credentials Committee and the Election Committee, and additional members of the Certification and Rules Committees as needed, will be randomly chosen from precinct secretaries and treasurers who are qualified under paragraph 6 below, and who are willing to serve as volunteers at the convention. |

b. |
The [Executive Committee] [Party Secretary or designee] shall prepare a list of qualified committee members who are willing to serve. The Volunteers Officer shall see that these members are called--in a purely random order--and invited to serve on a committee, until enough people have agreed to serve. A member of the Audit Committee, designated by the Audit Committee Chair, shall review the process as needed to ensure a fair and random selection of members. |

Conflict of interest. No candidate or convention delegate, except members of the Constitution and Bylaws Committee and the Audit Committee, shall serve on any convention committee. |
