This proposal assumes that B-113-C is approved. Section A of this proposal is identical to B-113-C.

Bylaw 11 – Rules of Order
A. All Party meetings (including but not limited to conventions, committee meetings, and caucuses) shall be governed by, in the following order: Utah State Republican Party Constitution, Bylaws, and Standing Rules; Utah County Republican Party Constitution, Bylaws, Standing Rules, and Special Rules; and “Robert’s Rules of Order, Newly Revised, 10th Edition”.
B. “Standing Rules” may be established by any Committee regarding the details of administration of that Committee.
  1. Standing Rules may be adopted, repealed, or amended, in the same way as any ordinary act of that Committee.
  2. Standing Rules shall be kept, recorded and published by the Secretary of the Committee, or if the Committee has no Secretary, by a person appointed by the Chair of the Committee.
  3. The Standing Rules of the Central Committee shall be maintained and published in the same manner as the Bylaws.
C. “Special Rules” are rules of order adopted only for a specific meeting, including but not limited to, the meeting agenda, special rules governing debate, balloting procedures, or other rules consistent with the Constitution and Bylaws.
