Currently, our bylaws do not specify a parliamentary authority. This proposal would establish a parliamentary authority for the party. The original proposal cited Bylaw 12, but because Bylaw 6 was eliminated on 10/10/09 and succeeding bylaws were decremented, the next available bylaw number is 11 (as shown here). Section A of this proposal is identical to B-113-A. Voting will be held first on B-113-A. If it passes, then voting will be held on this proposal (of greater specificity).
Bylaw 11 – Rules of Order
| A. |
All Party meetings (including but not limited to conventions, committee meetings, and caucuses) shall be governed by, in the following order, the Utah Republican Party Constitution and Bylaws, Utah County Republican Party Constitution and Bylaws, Standing Rules, Special Rules, and “Robert’s Rules of Order, Newly Revised, 10th Edition”. |

“Standing Rules” may be established by any Committee regarding the details of administration of that Committee. |

Standing Rules may be adopted, repealed, or amended, in the same way as any ordinary act of that Committee. |

Standing Rules shall be kept, recorded and published by the Secretary of the Committee, or if the Committee has no Secretary, by a person appointed by the Chair of the Committee. |

3. |
The Standing Rules of the Central Committee shall be maintained and published in the same manner as the Bylaws. |
| C. |
“Special Rules” are rules of order adopted only for a specific meeting, including but not limited to, the meeting agenda, special rules governing debate, balloting procedures, or other rules consistent with the Constitution and Bylaws. |
